Multi-Expert Routing for Multi-Domain Low-Resource OCR: A Manchu Case Study
Zhan Chen, Jiqiao Ma, Chih-wen Kuo · July 15, 2026
Historical Manchu OCR faces a challenge: different writing styles (regular script, running script, chancery hand) require specialized models, but labeled data is scarce. This paper proposes a multi-expert system that reuses checkpoints from iterative fine-tuning as domain specialists. A lightweight page-level image classifier routes each page to the best expert. If no suitable expert exists, a new one is trained. On three test sets, the system matches the specialist's performance (CER: 0.30% regular, 1.57% memorials, 4.83% running script) with 99.3% routing accuracy. Two of three specialists were not originally trained for their final domain—only the running-script expert was. This approach reduces the need for domain-specific training data and makes OCR more adaptable to low-resource historical scripts. For investors, it highlights cost-effective AI adaptation: reusing existing models with a lightweight router can unlock niche applications (e.g., digitizing archives) without expensive retraining.
